I found some of these points in the thread 'Managing big empires - tips and tricks sought' from Space Empires V FAQs forum and some other threads. These points will be useful to new players here incase anyone might be only checking the Space Empires V General forum; so I thought that I'd repost them.
These are some key points. Some of them have been stated by others.
use those Hotkeys
-the cursor popup tool tip shows them; or set your own in Game Menu\Controls
Waypoints for ships and planets:
-select a sector, press and hold Control then press a number(1 through 9)
-on a ship turn press one of the numbers(1 through 9) to send it there.
-construction que, Queue Settings, SCROLL DOWN
, Automatic Moveto, select one of the waypoints to have this que's ships move to.
Some waypoint placement suggestions are to make hopping points up to a border locaton, preferably a warp point or planet to guard where the ships or fleets can use training facilities.
planet AUTOMATIC Launch Units Remotely:
(to avoid hassle of reports of construction of units stopped because of plantet cargo being full.)
This works but requires a work around which would be nice if fixed and simplified. It might sound complicated but is easy.
-select a planet AND a vehicle in orbit, preferably a stationary vehicle like a mine or satellite
-set them both to Sentry(see why below)
-select planet, select Launch Units Remotely, select the planet's sector, select a unit type from the list that appears, repeat for all the unit types
-select Repeat Orders(allowable for a planet that is set to Sentry)
-select View Orders(allowable for a planet that is set to Sentry), remove the Senry order from the list that appears
-You will now see that the planet portrait has a Reapeat Orders icon, it will launch those units each turn to avoid full planet cargo.
Repeat Orders:
-Cargo Transport set with repeat orders; assigned to a system or several systems; route is a system's planets and warp points to gather auto launched units then launch them on other side of another warp point to be gathered by yet another cargo transport; repeat this to the empire border(can Rename the Cargo Transports to reflect the system they are assigned to.)
-or...just have unit carriers gather the units from warp points as the unit carriers travel to the border.
-also...can have smaller planets with no shipyard focus on drones because DRONES CAN USE WARP POINTS so they don't need transport to reach the borders

Any ideas on when Minister settings in stock will actually perform their duties in launching units? No matter which race I play, they'll let a planet fill to the top and still do nothing.

I don't think you need to do the sentry thing for automatic launch. When you have the planet selected and all the orders setup, press the 'P' key and that sets the Planet to repeat orders. You can check the orders list after pressing P and it should have Repeat Orders as the last entry.
